Monmouth is 53 separate municipalities — 35 boroughs, 15 townships, 2 cities and 1 village. There are no towns. That fragmentation is the whole problem: a business two miles from a competitor is in a different municipality, a different chamber, and a different map pack. Six leaks that follow from it.
